The Office:

The USC Office of Culture, Ethics and Compliance (OCEC) works with leadership and stakeholders across USC to foster a culture in which doing the right thing and making decisions consistent with values, policies, and legal and regulatory requirements is the everyday and expected course of action. The Culture, Ethics and Compliance Program is intended to support and drive the institution’s commitment to comply with all applicable laws and regulations, detect and correct compliance violations promptly, eliminate misconduct and other unethical behavior through the diligent and analytical work of its team members, and support the programmatic embedding of the institution’s unifying values and behaviors into system and process improvements across critical focus areas of culture through partnerships with internal stakeholders and advisory bodies, within schools and units. The Position:

USC’s Office of Culture, Ethics, and Compliance is seeking an experienced Privacy Specialist to manage the enhancement, implementation and maintenance of a comprehensive and effective USC Privacy Program for its academic schools/units and non-Keck Medicine clinical entities.

Reporting to the Director of Privacy, the Privacy Specialist will:

  • Provide consultation to USC entities, schools, and units on privacy issues related to statutory and regulatory frameworks (i.e. HIPAA, FERPA, GDPR, PCI, GLBA) and USC policies and procedures.

  • Play a critical role in developing and implementing key program components such as program governance, policies and procedures, compliance monitoring, developing and updating privacy notices, privacy incident investigations and remediation.

  • Develop and deliver general and specific privacy training and education activities to socialize across the USC community the importance of protecting privacy of all USC data.

  • Ensure privacy requirements are considered during the design phase of new technology, promotional, and service initiatives.

  • Partner with key university stakeholders on initiatives impacting the privacy Program; in particular collaborating with the Office of the Chief Information Security Officer on matters involving the intersection of information security and privacy risks.

The Ideal Candidate Will Possess:

  • Bachelor’s degree or higher, or equivalent work experience

  • 5 or more years of demonstrated related experience in higher education and/or academic medical center in matters relating to privacy and confidentiality, compliance investigation processes, project management, systems analysis, and customer/client relations

  • Demonstrated understanding of higher education operations (i.e. admissions, financial aid, registrar), or strong operational experience within a large complex organization

  • Experience implementing a privacy program at an institution of higher learning, medical center or large complex organization

  • Thorough knowledge of state and federal privacy regulations including breach notification requirements

  • Strong interpersonal skills and ability to deal effectively with diverse personalities and skill sets

  • Ability to effectively interact with individuals in resolving privacy complaints

  • Excellent oral, written and presentation skills

The annual base salary maximum for this position is $132,800.00. When extending an offer of employment, the University of Southern California considers factors such as (but not limited to) the scope and responsibilities of the position, the candidate’s work experience, education/training, key skills, internal peer equity, federal, state, and local laws, contractual stipulations, grant funding, as well as external market and organizational considerations.

Minimum Field of Expertise: Demonstrated experience in hospital or health care setting in matters relating to patient privacy and confidentiality of patient health information, project management, systems analysis, and user relations. Demonstrated understanding of health care operations. Experience implementing a HIPAA privacy program at an academic medical center of hospital system. Thorough knowledge of state and federal regulations pertaining to HIPAA compliance program rules. Strong interpersonal skills and ability to deal effectively with diverse personalities and skill sets. Ability to effectively interact with patients in resolving privacy complaints. Excellent oral, written and presentation skills.
